Procurement Services Manager (Centre of Excellence – Performance Management)

Job Summary:
The primary purpose of this role is to support the Head of Strategic Procurement and the Executive Manager, Strategic Procurement (Centre of Excellence) (“EMSP(COE)”) in the development and implementation of Performance Management systems, driving continuous improvement in Performance Management to ensure consistency throughout the strategic procurement service model and enable, encourage and demonstrate procurement best practices.

Reporting to EMSP(COE), the PSM(COE) in Performance Management will:
• Establish performance metrics including Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) across the organization to measure suppliers, Strategic Procurement team performance, Strategic Procurement and business/users’ performance in the tender/quotation process cycle and capability management;
• Manage KPIs and SLAs to ensure performance is timely tracked and transparently reported, meanwhile continuously identify improvement opportunities for deployment;
• Provide and optimise procurement management reports and dashboards to support procurement management in procurement strategies formulation and drive continuous improvements;
• Build up centralised Knowledge Management channels to enable collection and sharing of procurement know-how, tools, benchmarks; market trends etc. in a regular manner;
• Set up Procurement Capability Management framework and collaborate with Learning & Development to strengthen procurement capability via appropriate training to meet business requirements,;
• Conduct internal Customer Satisfaction surveys to enable channel for business/users to provide feedback on procurement;
• Lead Supplier Performance survey and Supplier Satisfaction survey to measure supplier performance and interact with suppliers on their requests;
• Provide change management support on project initiatives.

This role will also partner with other business stakeholders (S&I, Audit, Legal, Finance, IT, etc.) to drive continuous improvement in terms of Performance Management.

The PSM(COE) will support EMSP(COE) in the procurement stakeholder management approach, work with category leads to ensure it is adopted and followed, monitor and report on category stakeholder management to HSP in a regular manner.

He/she will support EMSP(COE) and HSP in the managing Strategic Procurement departmental budget and headcounts planning and as a custodian on budget updates throughout the financial year.

Major Tasks:

1 Support the EMSP(COE) in Procurement Performance Measurement (KPI / SLA) to enhance transparency to Strategic Procurement Management
• Develop and implement Performance / KPI-Monitoring processes.
• Gather data (qualitative & quantitative)
• Measure achievements
• Benchmark performance against leading practices
• Report results in regular basis
2 Lead the suppliers and stakeholders Survey to understand procurement and supplier performance and satisfactory level:
• Develop jointly with Category leads supplier measurement approach and tool
• Support Category leads on supplier performance measurement
• Develop jointly with Category leads on stakeholder and supplier satisfactory measurement
• Lead the stakeholder and supplier questionnaire survey
• Report results
• Support Category Leads on remedial actions if any
3 Responsible for Procurement Management Reporting and Dashboard to Appropriately aggregated information provided for every hierarchy level:
• Compiling information relevant for performance measurement and create reports for the next higher hierarchy level and for internal customers
• Formulate and automate the report in the form of Procurement Dashboard
• Communicating reports
• Continuously improve, optimise and update reporting format / template
4 Establish Knowledge Management model to enable knowledge sharing channel and ensure accessibility
• Establish repository for relevant procurement knowledge and enable accessibility of relevant procurement knowledge
• Collect procurement and market know-how
• Distribute relevant Procurement knowledge
• Work with PSM (Data & Technology) to setup the Knowledge Management platform
5 Develop the Strategic Procurement Capability Management framework to support Training & Development for people capability uplift
• Custodian of Procurement Training Catalogue following training strategy
• Consolidate and coordinate common training request
• Interface with Learning and Development
• Mobilise staff to attend training
• Monitor training adoption to ensure all professionals have the appropriate level of skills to perform their roles
• Include Training in performance objectives
• Support people transition and onboarding

Qualifications / Experience:
• Recognised degree in Procurement, Supply Chain, Information Technology, or Business Administration (essential)
• Client and/or consultancy experience
• 8-10 years of experience (essential)
• Good knowledge on category management in one or more of the categories including but not limited to information and communication technologies, facilities management, corporate services & marketing (Essential)

Technical Skills:
• Experience in developing process and procedures (essential)
• Knowledge of data analytics is an added advantage
• Possess high level of integrity, work ethics and good moral values
• Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties.
